In this sequel, the pan-consumer company that produces RoboCop is in control of Detroit, and the police are on strike because of delays in getting paid. The crime syndicate owned by Kane (Tom Noonan) is making a fortune from the drug "Nuke", which is popular everywhere. Robocop Murphy (Peter Weller) goes after the drug and dismantles Kane's factory, where he is ambushed and dismembered by Kane's gang. Meanwhile, the Pan-Consumer Corporation takes advantage of the city's financial difficulties to incorporate city administration into the company by contract. The Pan-Consumer's plans to develop a new RoboCop have repeatedly failed, so it enlists the help of psychologist Fix to design it, who alters Murphy's command program so that it does not work as it should. But Fenix transforms Kane into a giant RoboCop, and another battle between Murphy and Kane is inevitable...
