Content describes a coup d'état in the Soviet Union when mutineers take control of a nuclear missile base and threaten to attack the United States. The U.S. government hastily orders the nuclear submarine USS Alabama to prepare for a counter-attack, but at the crucial moment of whether or not to give the order to attack, the submarine's communication system malfunctions, making it impossible to determine the authenticity of the attack order. The submarine's commander, played by Hackman, decides to launch, but Washington, the new second-in-command, believes the stakes are too high to be sure of the message, and will go so far as to start a mutiny that he imprisons his superiors.
