As a political bargaining chip, Naval Intelligence Officer O'Neal (Demi Moore) becomes the first female officer in U.S. history to train for the Special Forces, the Navy SEALs. With this, Senator DeHaven (Anne Bancroft), who has always called for equality between men and women, gains a lot of votes.
