The film follows the lives of two children in New Bedford, Massachusetts, who spend an eventful summer at a beach house with their mother and her boyfriend. Billie, a 15-year-old girl, sees singer Billie Holliday as a kind of fairy godmother. To care for her 11-year-old brother Nick, Billie had to find ways to cope with the changing challenges of her life. Along the way, they meet another teenager, who runs away from home, and the trio embark on a getaway from their parents. They found freedom and charm in the boats and rails of New Bedford. When they break into a grand house, they fantasize about living in luxury and bring this air of affluence to their adventures.
