Danny (Samuel L. Jackson) is an accomplished negotiator who has won many wars. When his life is going well, he is caught off guard by a sudden turn of events. When his partner discovers that someone in the police department is embezzling money, he is brutally murdered while trying to tell Danny the truth, and Danny, who arrives at the scene first, is naturally the most likely suspect. Convinced that someone in the police department is trying to scapegoat him, and at a loss for words, he takes the risk of kidnapping the prosecutor of the Department of Internal Affairs and his assistant in a desperate attempt to clear his name by talking to the police.Danny asks the other precinct to send a negotiator to talk to him, knowing full well that the person who is going to plot against him is in his own precinct. So the neighboring bureau's negotiator, Spinn (Kevin Spacey), is ordered to come and negotiate with Danny, and Spinn believes Danny and begins to gather evidence for him.
